The Sustainco project aims to increase the visibility and understanding of the Near Zero Energy Building (NZEB) philosophy, with special emphasis on rural areas. This will be done by providing easy access to practical information on how to build or retrofit buildings to reach NZEB standards. SustainCo also aims to increase the visibility of front-runners, for both new-build and retrofits, with the aim of capacity- and confidence-building in the public sector. The 'energiebenchmark gemeentelijk vastgoed' (energy benchmark for municipal real estate) aims to provide insights in the energy use of municipality-owned buildings, in order to facilitate the strategic steering of policy on the basis of sustainability criteria. The benchmark allows to test and account for the sustainability policy of the municipality. By being able to compare energy use of municipal buildings (e.g. offices, sports centers, and swimming pools) to that in other municipalities, they are better able to improve the sustainability.

It is a contract model for energy services and integral maintenance for buildings of public ownership. The aim is to promote efficiency in the final energy use in the buildings of the government and overcome the legal, administrative and technical barriers encountered by the public administrations in contracting these type of energy services.
