Departing from the transposition and implementation process of the European Union Energy Efficiency Directive (EED), the role of the multilevel governance is of utmost importance, as all policy layers (national, regional and local) contribute to the overall energy saving target of each MS.
To support this process, a key message to local and regional authorities is that once their MS transpose the EED fully, it will be their task to ensure that national legislators implement it.

PROSPECT - Learning handbooks for financing energy efficiency in the public sector

As a part of peer to peer H2020 project PROSPECT, five handbooks were developed for examples innovative financing schemes in the following sectors:

  1. public buildings
  2. private buildings
  3. public lighting
  4. transport
  5. cross-sectoral (from energy production to climate change adaptation)
Thermos - methodologies, software and modelling tools that allow public authorities to plan, develop, and expand heating and cooling systems more quickly and efficiently.

THERMOS (Thermal Energy Resource Modelling and Optimisation System) is an EU Horizon 2020 funded research project which will provide advanced energy system data and models in a user-friendly open-source software to make heat network planning faster, more efficient, and more cost effective.

Hotmaps - The open source mapping and planning tool for heating and cooling

The overarching goal of Hotmaps is the development of an open source heating / cooling mapping and planning toolbox and to provide default data for EU28 at national and local level. These data and tool allow public authorities to identify, analyse, model and map resources and solutions to supply energy needs within their territory of responsibility in a resource and cost efficient way. Those results will help authorities to develop heating and cooling strategies on local, regional and national scale which are in line with RES and CO2-Emission targets on national and EU level.

Heat Roadmap Europe - A low carbon heating & cooling strategy for Europe

In Europe, more heat is wasted during electricity production than is needed to heat all buildings. Therefore, the potential for improvements in the heating sector is immense. 

By collecting the wasted heat from both industry and electricity production and using smart district heating grids, it is possible to save all of the natural gas currently used for heating buildings in Europe This would result in not only monetary savings, but also in a consideration CO2 emissions reduction.

This Excel tool presents a methodology for devising a Regional Energy Profile – an energy baseline on regional/local level – and offers a standardised presentation of the results.
